Piktures uses the network to get the maps for locations (on the right side of the app), to get the name of the city from the GPS of the photos, to send anonymous analytics to understand what people use or don't use in the app, to improve our products. A single photo can be between 3Mb and 10Mb :) Nowadays every app uses a bit of data, including Gallery apps. If you really want to not send any data, you can use an app like Opera Max to block access to data for apps including Piktures.
